Special Committee on the Housing Crisis in the European Union

Two meetings of the European Parliament's Special Committee on the Housing Crisis were held in Brussels on the 14th and the 15th of May 2025. The agenda included presentations by the European Commission on good practice in rural housing and Eurostat's data on housing, as well as a legislative proposal on the mid-term review of cohesion policy focusing on affordable housing. The Committee of the Regions also presented its opinion on the role of cities and regions in the EU affordable housing plan. Finally, a public hearing examined the effectiveness of public, cooperative, and non-profit housing models, as well as public-private partnerships, in addressing the housing crisis, with a particular focus on vulnerable and young people.
EU investment in research and innovation

On the 14th of May 2025, the European Commission unveiled a new investment plan totalling over €7.3 billion for 2025 under the Horizon Europe programme. The programme aims to support research and innovation in key areas such as health, digital technology, the environment, and energy. The plan seeks to booster the European Union's competitiveness on the global stage, attract international talent, and promote the development of cutting-edge technologies. The funds will finance collaborative projects between universities, businesses, and European public institutions. This initiative is part of the EU's efforts to remain at the forefront of innovation and respond to major societal and economic challenge.

Launch of a new European network of sustainable towns and cities

The European Commission announced the establishment of a network comprising over 50 European cities dedicated to ecological transition. The network aims to promote the exchange of best practices, encourage cooperation between local authorities, and support innovative, sustainable development projects. The themes covered include green mobility, waste management, energy efficiency, and preserving urban biodiversity. Member towns will receive technical support and European funding to implement their initiatives. This initiative demonstrates the EU's dedication to achieving its climate goals and encouraging more sustainable urban living.

EU roadmap: towards quality jobs

On the 5th of May 2025, the European Commission held a hearing with the social partners as part of the preparation of the Quality Jobs Roadmap, expected by the end of the year. While the trade unions proposed new legislation to improve job quality, the employers defended an approach based on competitiveness, growth, and innovation. The Commission made it clear that it was not seeking to legally define or regulate the concept of “quality in work”. The roadmap will be structured around four pillars: working conditions, just transition, digital transformation, and support services. Contributions from the social partners are expected by the 1st of July.
